All council house dogs to be chipped in Wandsworth

In today`s paper is the news that Wandsworth Council is to `phase in` the microchipping and keep details of all dogs belonging to its tenants. It says this will encourage Govmt. to look at a national registrartion and licensing scheme. There are no details of how this will be paid for.
What are your views? At first sight this may be a postitive step - provided it isn`t used by Councils to bring in breed bans or limit dog ownership arbitrarily. Because Councils are accountable (and elected) dog owners may need to get ready to stand up to rules such as the ones banning breeds such as GSD`s in Dublin.

In Ireland we still have the dog license which pays for the dog warden/pound which there is one of in each County, I believe. All dogs whelped in ROI have to be microchipped to be registered with the Irish Kennel Club but many dogs are not registered.
Regarding "banned breeds" the situation in Dublin has been resolved, in the main, with conditions attaching to tenants wishing to keep certain types of dog.

I am not at all sure a council can interfere with someone’s personal property particularly an intrusive procedure like chipping.
