I think this is a tough question.
It's difficult, because as you try to control dogs when they get close to people, they will eventually see people as a 'threat' because of the fuss that entails whenever other people are around.
Like probably everyone else on here, I'm 100% sure that my dog, Arnie, would never harm anyone. However, as far as people go, he's from a passive breed - he's a Golden Retriever. I've seen him get quite snappy with other dogs sometimes, which has surprised me.
At the end of the day, it's like everything else I think - a bit of common sense is required to find a happy medium.
