ah, so its not one or two stray hairs. its tuffs of hair. So a dog that doesnt meet the breed standard

No large patches of hair anywhere on body. Skin fine-grained, smooth, warm to the touch. In Powder Puffs coat consists of an undercoat with soft veil of long hair, veil coat a feature.
by shaving, is now meeting the breed standard!

no one said strays of hair, I said stuble and tuffs from the start

Yes by removing the hair you are meeting the dog to the breed standard.

I already said, to come yes its classed as cheating Hence its not allowed to take place at a show.
