Not necessarily true. The dogs I am looking after for my parent's neighbour - their next door neighbour breeds GSD's (once every two years though) not health checked, bred from bad mothers (I've met them and their temperament is bad) The RSPCA have been called out because 3 of the dogs are locked in a shed with a tiny run at the side - never groomed or walked, the 4 that live inside are never walked and they hose the back patio down once a week - even though they have young children either side of their fences (6ft panels) but that doesn't stop the smell. The dogs have terrified the children at one side and they won't even play out in the garden unless their Mum is there. And the RSPCA have said they look healthy and they have shelter and water..
I thought there was a law on council and rented property that said that you're only allowed 3 dogs max. unless your rented agreement is a private one (like mine) and says otherwise (I'm allowed as many pets as I like
but I can't afford any more
) So I don't know how they're getting away with having 7 dogs and when they had the last litter they were even talking about keeping the 9 that at 8 weeks were not sold or had homes waiting for them. So they would've had 16 dogs on their property. But luckily or not 8 found homes so they kept one to breed from in the future
So the RSPCA don't always act on the amount of dogs, breeding or otherwise...
