Breaking Sticks are the best tool, I have some at home and they are by far the best, quickest and safest method of parting two dogs a must for bull breed owners.

Otherwise yes hold the hind legs, this gives them thrust, while securing the head and try to part them that way. Having been in a position where (Cassy attacked as a pup by 3 pits) I had no tools except my hands to remove 3 50lbs + dogs from a 20lb pup it was a difficult task to say the least.
