Small claims is really the way to go hun, sorry but this becomes civil action against him.

Unfortunately Police, RSCPA etc won;t get involved, sad but true.

Go to Citiziens advice they will talk you through your best course of action, if need be they might be able to get copy paper form the Microchip people, otherwise you may need to pay a small amount for copy paperwork.

It could be a long process, but this is really the best way foreward.

Hm, could you charge him for the dogs? As if he were to buy them? Assuking he wouldn't pay, and you could take it from there?
