If the dog is being allowed to do its business inside there it could well mean that the owner either is not caring for the dog or has a health/ mental health problem.
I would first talk to the dog warden, then the Council.

My notice has been taken down So someone knows who they are

I have called the council and someone from the dog warden (environmental Health) will visit the rest of the flats today.

We don't have a servicing company, we do our own level so me and my neighbour do our corridor and back and front steps and who knows who if anyone does the rest!!

that is absolutely shocking and disgusting. I would be TOTALLY livid as well. Reminds me of that Jim Carrey film "me myself and Irene" where his character is totally sick of the neighbour's alsatian always pooing on his line so when he snaps jim carrey goes and squats on the neighbour's lawn and take a dump to show them what it's like

OH says he has seen a guy carrying a JRT pup a couple of times, but he doesn't know who he is...so yes I guess you could be right it could be a visitor.

it could be someone just letting the dog out on their own and letting them do it . if it carries on but notices thru peoples doors saying it has been reported you dont have to sign it

but even still - disgusting behaviour. I never take the dogs anywhere without p00 bags and have been known to embarass other people. Once saw a guy with a pretty staff who pood right in the middle of the high street - he tried to laugh it off and was like "oh no, i don't have anything to clear it up" when he obviously had no intention of doing so. So i pulled out my handful and said "here you go". Husband told me off as i stood there and watched to make sure he did pick it up.
