If there is a sign banning these things and they have parked in front of it, why not take their reg number if you see them again? Then report them to the local jobsworth.

What a horrible experiernce you and your dog had. Obvious this couple no nothing about dogs and are just pig ignorant, sorry no offence to the little piglets. The sign you spoke about is it the council who put it up or whatever can you not report them, to the council and if you see them again take a note of their registration number and ring the police and tell the couple you are doing this (know the police probably won't do anything,) but perhaps the couple won't know that and it may put a stop to it.
