It is just involuntary twitching that all animals and people do when asleep or sometimes awake. The reason he looked at his leg was to do with you interrupting the spasm. My Tyto sometimes twitches all four feet at the same time.

All four feet at the same time is normal. ALL dogs I've seen do that. My strange guy only moves ONE foot at a time. Moreover, it's not "twitching" it's rhythmic as if he hears a drumbeat he's going along with, and it's very different from what I'm used to seeing. He's a strange and all around wonky boy, so I'm just going to put this down to him being weird lol.
