Cause you have to do that so you can save it to apply it to your desktop.
If you still can not do it let me know and i'll try and sort you out.

Well had a mess about with the photo in paint & just right clicked mouse & it said save as background so I did now my pic is background
I got a feeling this isn`t what was meant tho
