Personally, i would take the choice away from her. I would make her wait, and let other dogs come to her. Whenever i used to meet lively pups, with Jeager, i would ask the owner to wait until i came to them. That way i could let Jeager control the situation. He would tell me if they were too much. Once he had met them, and sniffed, i would ask them to let the pup go. Jeager had done his introduction, then it was just a matter of him keeping them under control. It always worked!
