It is standard advise given by Vets that pups are not protected for as week or even two after their jabs, and shouldn't be taken out where there are dogs or walked.
I advise all puppy buyers to take their pups out with them carried from the word go and to have round or visit friends with healthy vaccinated dogs, and only avoid walking where dogs of unknown disease status may have been.
Certainly wouldn't want to see pups not fully vaccinated participating at classes, even if all the other dogs are vaccinated any oen fo tehm coudl be incubating Kennel cough which can badly affect young puppies. Though some owners (usually expereinced ones) bring them to sit and watch in owners arms earlier.
Some Vets do categorically state the pups should stay home until fully vaccinated, some more knowledgeable ones do point out the need to socialise within constraints.
