Beagle behaviour

Hi everyone.
l am new to this forum and need advice on my 8 month old beagle. l have had him for about 5 weeks, got him from a breeder who was going to show him. He was supposed to be house trained and cage trained. But then learnt he had been kept in a pen when they decided not to train him for shows. He is adorable but so naughty,:We are working on house training him, he is better but will wee on his bed or goes in his cage just to wee.He is constantly on the go all the time and has bitten wires and carpet and also his bed. And he will keep jumping and settee and does not seem to understand down or no.He goes for walks and has plenty of toys and lots of love. Please if anyone can give me any advice on what to do l would be most grateful.
