Broken neck (not quite) & exercise

Hello All:
My dog is 17, 30 pounds, back injury 5-yrs ago & neck injury 1-mo ago.

If I take him to the park and he stretches his neck to sniff the grass, what is risk of neck re-injury?

I'm thinking risk is when turning head and bending neck.

It soul probably help if you explained how your dog got the back then the neck injuries and what sort of injuries they are, wounds or sprains?
