I'd write to him and ask what does he want you to do or if they have an open session once a month, our local councillor holds his in the library, go and ask him in front of everyone what he wants you to do with it.

I would write back and suggest that they have 3 choices, 1) people stop clearing up after their dog, 2) they provide more/bigger bins or 3) they empty them more frequently!
Simples!

They put a bin up along the road from us last year. It overflowed and became quite unpleasant. When people complained a lorry came and took the bin away again
Which planet do these people come from?

On a similar note I don't know if any one else has noticed but at a number of National Trust properties near us don't have any bins, but instead a sign to the effect of 'We encourage visitors to take their rubbish home'!!
Again, hardly encouraging people to be responsible dog owners!
