Training Off Lead

Hi! I am wanting to train Harlem to come when called off leash. I have never had a dog that I didn't leash when out on walks. I live in a quiet neighborhood with very little traffic and I would love to be able to let him play in the yard without a leash. He comes to me when he wants to and that's certainly not every time. I give him yummy treats when he comes but it doesn't seem to be enough to get him to come all the time. Is that all it takes to teach him? Do I just keep giving him treats and praise when he does come? Should I use a long training lead? I want him to be able to run about and get his exercise. I don't think I can run that much with him! Thanks!
