Weather or something else

It has been raining here for over a week. Saturday Max started crying out for no reason. He finally stopped. But he did do it some yesterday and some his morning. Well when I go to take him out it takes a few steps and sits takes a few steps and sits. His hasn't ate as much the past two days yesterday I finally got him to eat out of my hand. I was wondering if it was the rainy windy weather or do I need to go have him looked at. Thanks!

What is he like the rest of the time? (ie when inside with you)

Does he behave normally, or is he perhaps more lethargic, or restless?

When he is indoors he is lethargic, just lays on the couch. Normally he follows me everywhere and is my shadow but since Saturday he has been letharigic
