Im sorry ..Is he chained on the stairs?
If he falls and is unable to get his footing he could hang..

Leaving a dog on a staircase isnt a suitable place he should be on a flat surface and if you cant trust him not to soil the house maybe consider a crate..

Ohhh, sometime I chain him when my home has guess, if he annoys. Anw, thanks for your advice so much, I will notice that.
