As Tupac says most likely her anal glands or UTI [urinary tract infection/cystitis] or she might even be itchy in that area [allergy of some sort]

You need to take her to see the vet and rule things out. Try and get a urine sample to take with you so he can rule out UTI/cystitis

Could be the anal glands. A vet appt will help with the diagnosis but many groomers will express anal glands for around 10 I think, so could be worth a try?

Sounds like anal glands. I would go to the vet this time and if thats all it is then you can deal with it yourself in future (ask the vet to show you how)
