I'm not really judging the rescues, just saying its not a black and white situation, I know how I'd react if some horrible excuse for a human being showed up at my door with an ex breeder in a state.
Really, the only people who can change it are the councils and the government, if they wanted to make it happen they could close down most within weeks I expect.

You're reading my post the wrong way entirely. From the perspective of the puppy farmer they are dumping grounds. Yes, they do clear a space for another, that's just a sad fact of puppy farms. They don't stop breeding bichons or schnauzers because one bitch gets too old, another will take its place having litter after litter.
Please also read what I wrote in response to Murf.
I have two rescue dogs but neither of them are ex breeders.

You say its not black and white so ok what would you rather the rescues do?
