Problem is though, the council workers don't have to scan all dogs they pick up, they certainly don't bother to scan dogs who have died in RTA's. They keep wanting us to chip but unless it's enforced that the chips are read, some animals still won't ever get home.

I believe micro chipping can be very helpful if handled properly. I would like to see chip scanning done every time a "stray" is apprehended. Perhaps legislation is required for all shelters/pounds/pet adoption agencies to be in possession of AND USING a scanner before it is allowed to operate.

Sometimes responsibility is tough and sometimes definitely not for the faint of heart. Responsibility doesnt really give a darn for embarrassment and responsibilty loves humility.
Too many dogs that used to be "Awwwww, cute puppies" are being destroyed(killed) because of irresponsible human egocentric thinking.
Question, what is RTA?
