I would first ask all members of my family and failing that use the social chat sites Giving name age last know address. Depending on how long you have been out of touch send a letter to last known place and see if the present occupants have a forwarding address.
Another route is the electorial register to see if he/she still resides in last know area ,that should narrow down your search. If abroad the immigration/emmigreation should have records.
There are private companies that do searches but I suspect will be expensive
Do you know if this person is still alive?

maybe this will be of some help

Wow.....that's a bit steep but cheaper than most places I guess
Tumbleweeds idea of social media is a good one.... There are loads of pages on FB for your local areas...if you think they could still be local?
There is also a thing called street life...if you know where they were last heard of post on that group

Searching Face book is probably the best idea or as suggested Friends Reunited or maybe the electoral roll of their last known address. Either that or Ancestry.com. I found cousins from ancestry.com that I didn't know existed.
