Yes you can if you have a bank account, if the person is homeless they can ask about help with housing at the same time and should receive assistance.

DWP response to this question earlier this year (on their website)

A claimant does not need to have an address to claim benefit: they have the same right of access to the
benefits system as any other claimant.

There are two categories relating to a homeless person for Income Support / Employment and Support Allowance purposes:

• a person with no fixed abode who changes address frequently, for example, sleeping at friends’ houses; and
• a person without accommodation, for example, rough sleepers.

A person of no fixed abode receives the normal, full rate of Income Support.

A person without accommodation receives only the personal allowance and is not entitled to premiums or housing costs.

For Jobseeker’s Allowance (JSA), claimants must satisfy the conditions for entitlement to JSA by being available for and actively seeking employment, as well as taking the steps detailed in their Jobseeker’s Agreement (JSAg).

When drafting the JSAg or action plan, the adviser will consider the implications of the claimant having no accommodation and the steps that the claimant needs to take to find accommodation.

The JSAg or action plan must take into account any support/encouragement the claimant might need to challenge themselves to overcome perceived barriers as well as tackling the actual barriers affecting their move towards or search for employment.

All homeless people need a safe correspondence address which, if there is no suitable alternative, may use the local Jobcentre Plus office
.

They must be able to contact them in re the avalability for employment (even if there isn't a chance in hell of them finding him a job).

Jobcentre wasn't entirely fibbing. Many have been denied JSA on account of having no fixed abode. This is why questions were being asked about it under the Freedom of Information Act.

Also they need to be able to contact them regarding their claim, and this is more difficult if they have no address for them. Homeless people are sometimes required to attend JC as a daily or weekly signer and may also be required to call in more than once a week to collect post if they have no correspondence address.

Most people have a friend whose address they can use for mail. As long as they don't stay there overnight more than once a week their friend's entitlements to stuff shouldn't be affected. I am assuming your friend has been sacked or made redundant from a job recently thereby qualifying them for JSA? Of course if they left their job of their own accord they will have a long wait for benefits anyway.
