Is this a safe in the wall?

I took layers of old wall paper down in the basement and found it - Any idea what it might be? Perhaps its housing some pipes or something

As it looks simple to open I doubt it is a safe. I had a similar small metal door once in a chimney breast something to do with cleaning it I assumed.
