Its not a dumb question at all.
Borders have a top harsh coat and a soft undercoat, they are a double coated breed. When you strip the coat because the top coat grows and becomes long, shaggy and then ready to fall out, you leave just the soft undercoat. You cant know if a dog has the correct texture of coat if he is only in his underclothes. its usually at least 6 weeks from stripping before evidence of a new jacket appears.
