Spoken to my brother who said he assumed he wasn't welcome as mum hadn't contacted him! I then felt bad so chucked my phone to mum to explain what the government said and he has decided he will let us know nearer the time if he is going to come or not

Keep emphasizing the government 'rules' if you & Mum make it look like it's not your decision he might accept it.
As I said before I would hate to see you in the same position as last year, that has had a lasting memory for me.
