Vets are very fickle and will sometimes reduce the costs if you say you really cannot pay for surgery, so If you are a bit sure I would try and play this card!

Oh what terrible news I hope China is ok, what a lot of money do they not have any kind of aid or payment scheme over there? That sounds very expensive

Perhaps you can come to some agreement with your vet regarding paying the balance.
