Knitter's help needed

Hello,

As some of you may be able to remeber I started knitting a jumper for my self earlier in the year, well finally I have got the front and back completed, not I am on with the sleeves, however I think I'm have a blonde moment. Reading the pattern I am getting confused, the pattern goes as follows -

Continue working, shaping side by inc 1 st at each end of 7th and every following 8th rows.

Now the question I have do I inc by 1 at every 7th and 8th row i.e. 7, 14,15,21,23 etc or is it 7, 8,16 etc.

I hope it is not too complicated the way I have put it.
