I think you'll find it is

The committee called on ministers to change the law so that the RSPCA would continue to investigate animal welfare cases but then pass their findings to the Crown Prosecution Service or another body to carry out this role.

I read it that the proposal is that the RSPCA initially investigate animal cruelty and welfare cases (as they always have) but then pass their findings to the CPS who then determine whether there is a case to prosecute.

My understanding is it's a proposal and they think the Rspca should investigate, same as they always have but pass their findings to the Cps who decide whether to prosecute or not. Whereas the Rspca has previously brought private prosecutions.

Well at the moment it's the Rspca who decide whether to prosecute or not whereas with the change, if it's implemented The Crown Prosecution service would decide whether or not to prosecute. At the moment the Rspca has more clout than the police.

Yes. But there has to be a case brought to them. Who, if not the RSPCA would do that?
