This is BAD. However, the law is worse! From what you have said, they are not breaking the law. If you can help, by taking these poor animals out, you will be doing a good thing. The pratts that have them can't be held to account atm

If the dog is wearing a choker chain, ring the RSPCA. It's against the law to have a dog loose on a choke chain

not walking a dog is not a crime to the rspca...but if the crate is as small as you say the dog cannot 'display normal behaviour' that is in the guidelines they follow...and does the crate have water?

So why does she keep him? Is it because of his temperement she believes she has no option?..At the end of the day if push comes to shove and even experts cannot sort him without sounding callous I really think the poor boy would be better out of it than living the rest of his life in those terrible conditions. It is barbaric.....

Im also a bit worried that the BC is over weight. I was told by my vet to keep my BC's weight between 20 and 22kg but merlin the BC weighs about 30 kg.

The RSPCA have told her to take him off the choker and she did when they next went round then put it back on again. How stupid is the rspca telling her when they are going to go round because she has tim to change the choker.

no it does not have water. It is big enough for him to move around but when the rspca come round she puts him in the kitchen so they dont actually see him in the crate. The crate does not have water and none of the dogs have access to water all day, except for tyson the GSD he has a saucepan upstairs.

She keeps him because she says she feels safe with him there, even when i pointed out that with him being locked away he wouldnt be able to da anything if anyone was to come in the house.
