Are dog clippers quieter than people clippers? Cocker spaniel

I thought I might have a go at giving Rufus(Cocker Spaniel) a wee trim and got out my oh's clippers. They made quite a noise and he bolted. Would proper dog clippers be a lot quieter? As an alternative would thinning scissors and hair cutting scissors do a decent job? He seems not too bad with them(Apart from general impatient wriggling) All advice gratefully received.

I use Andis clippers and they are very quiet.

Yes, Andis clippers here too. When I started clipping my spayed girls, I used to switch them on and let them sniff them, once they realised they don't hurt they were fine with them and now sit patiently waiting when they see the clippers coming out.

I have the Andis AGC Super 2 speed

They are quite expensive but it will save me a lot on grooming over the years. I'll start saving up!
