Have a look at some Mexican/Tex mex cooking websites, I'm sure they will have some ideas. Or maybe not have a starter, but have a lot of side dishes with the chilli, such as green salad, guacamole, a home-made salsa, tortillas etc.

Something light and refreshing for dessert maybe? Ice cream, sorbets, lemon mousse?

We tend to have something cooling like a cheesecake, or a refridgerated chocolate gateau (or both!)
Don't tend to do starters though so no suggestions there I'm afraid! Maybe, like mentioned above, tortillas with various dips laid out for them before dinner?

Key Lime Pie for dessert, without a doubt!

For starters, another vote for tortilla chips and dips. Perhaps put the chips on a tray with grated cheese and sliced jalapeno on top & grill until the cheese melts.

ok so tortilla chips and dips is looking like a popular plan for a starter of to google a few different dips
and a few desserts to look at as well

If i do a chilli we usually have raw strips of carrot, red pepper that kind of thing and nachos with various dips.

For pudding i'd have something light like a mousse or sorbet.
