The owners of the dog claimed he'd just escaped from their garden but they weren't exactly in hot pursuit were they.
But couldn't agree with you more. To think that you should confine your children inside just in case a loose dog is about makes as much sense to me as thinking you shouldn't OWN ANYTHING just in case a thief is about.
Parents of this child HAVE NOTHING to berate themselves about. And even to SUGGEST they do is, to my mind, INSULTING.
