It's unforgiveable not to check for a chip or other possible ID, isn't that the main reason for chipping or tattooing?

you'd think checking for ID would be the first thing to be done.

the reason they said they had not checked for a micro chip was because,,,,,,,the scanner batteries were dead,, now I did wonder if it was a specialised one like the hand held radios we use at work or something,, but alas no it turned out to be X3 AA batteries,,, I was livid,, not even for my own dog but apparently the scanner hadnt been working for a while,,,how many dogs could have been chipped and they didnt know,, I got in touch with the company that chips the dogs and told them,, they were not really amused but said there wasnt really anything they could do about it,, ps this was the council run kennels
