I can't help wondering what on earth the life that dog had had before being tied up like that.... I'm no psychologist, but can't help thinking that was an act of wanton cruelty and the person responsible wanted that dog to suffer. The muzzle?... to stop them barking???.... to prevent any possible chance of escape??? Horrible.... just so horrible!
