This is what it said.
Dangerous Dogs.
Any dog regardless of breed is dangerous, even more so when they fall into the wrong hands.Personally i think it's down to lack of knowlege of the particular breed, poor training, lack of socialisation with people and other dogs.
I don't believe in singling out any breed,The old saying comes to mind Punish the deed, not the breed.
I don't believe that licenising would work,How could it be enforced and policed? There will always be one individual who won't be licensed, pretty much the same as uninsured drivers.
I meet irresponsible owners everyday of the week, with off-lead dogs with extremely poor or non-exsistant recall. They also fail to pick up after their dogs.
No dog regardless of breed should ever be left unattended with a child not even for a second, any dog has the cabability to attack.
Why do the media continue a campaign against certain breeds? Most of the time they get it wrong. Why do they never report attacks by west highland white terriers for example, because it doesn't have the impact that a report about a rotti or pitbull type has.
May be we should be educating the public, not to buy from back street breeders, who have little regard for the breed and where they place pups, and instead they concentrate on breeding for rare colours which they can sell for higher amounts of money.
The public need to either contact The Kennel Club or The Breed Club of there chosen breed.
We own, breed and show staffordshire bull terriers. They are a breed apart and are reknown for there affection with people especially with children.Unfortunatly this is a breed which sadly falls into the wrong hands time and time again.

So what is the way forward?
what are the answers?

Sorry about the westie bit i was just trying to highlight a point.
