Forgive me, since it's been a while since I studied Skinner when I did my A levels, but wasn't this referring to after he'd conditioned the response to the noise and so the dog was expecting the reward. So in terms I can understand it is only a negative punishment if the trigger is given and no treat follows. i.e. bell, light, click, good boy, yes etc?

Yeah but withholding a treat or praise is not the same as stepping on a leash attached to a prong though.

Are you thinking of Pavlov rather than Skinner?
