Has your vet checked her for thyroid problems? Dry skin is one of the symptoms.

Adding evening primrose oil to their diet can help with dry skin

Thyroid testing are blood tests. They need to test the TSH, T3 and T4 to get precise results.

Not sure at what age Thyroid problems manifest but Chev is only about 3 months isnt she/he?

Did you change Chevs food recently?

Exactly how bad is it? Is chev itching or does it just look dry?

I would prob put it down to a stage chev is going through (tun would every so often get a right scurf on when he was growing despite no change in food/environment) but without seeing how bad it is its hard to tell.

What did your vet say? Have you discussed the problems you are having with your breeder?

Sorry, not sure what you mean? Are you asking have i experience, then yes, our eldest dog is hypothyroid.

We first noticed symptoms with our dog at 9 months. Altho the vet dragged her feet for a while before starting treatment. If, as the above poster says you have a young pup then i too would look at food, what are you feeding your pup? What breed/type of dog is she?
