Electric Shock Collars - should they be banned?

This is a poll only:

Should Electric Shock Collars (also known as e-collars) be banned?

The voting options are:
  1. Ban them! - Choose this is you want a complete ban on them.
  2. Partial Ban - Choose this if you would prefer a partial ban where only vets and/or other trained professionals would be allowed to administer them or sell them to people when all other training methods failed AND ONLY for life threatening situations. (Does this exclude the use of them for aggressive behavioural problems? See quotes below.)
  3. Not bothered - Choose this if you do not care whether they are banned or not.
  4. No ban! - Choose this if you do not want to see them banned. This means that anyone will be able to buy them over the internet and use them without any real training or professional advice.

For those interested in voting for Option two Partial Ban - it may be useful to note it seems the device makers themselves do not unanimously agree that the e-collars should be used with aggressive dogs:
