Strictly speaking, that is right. That's if you want to be totally strict to the strictest vet advice possible.
Most people carry on as normal, pretty much after second vax. Personally, i think you have to weigh the slim possibility of your pup catching something going out sooner rather than later against the behaviour problems you can store up thru not socialising during the critical socialisation period. I'd even carry pup in my arms outside before first vax (covered by mums colostrum then) and walk pup out after first vax, but on hard surfaces only (where you can identify soiling).

I have always been told by our vets that we could take them out 7-10 days after the last jab.

vets usualy say 7-10 days but i have 4 dogs and theyve all had their last jab and all walked home from the vets! my thinking is the other dogs could bring the germs in so they all go on the ground after last jab BUT not to parks or the forest for a week

When Snorri-dog had his second jabs, I had to take him in to town, and home again, by bus. This being the kind of area it is, that meant getting the jab, then waiting over 3 hours to get the bus home. For a lot of the 3 hours, he was carried about, but he did spend time toddling about on pavements (usually picked up when another dog hove into sight). No problem.

(FWIW: Snorri Mansions is just over 15 miles from town)

We let Tonks walk on the pavement 7 days after her second jab BUT we took her out from in our arms from the day after we got her. As the window for socialisation is so small (up to 18 weeks) pups really need to be out and about seeing, smelling and hearing things as early as possible in order to have a well socialised puppy. If you wait until they have had both their jabs to take them outside you will have missed out on the a crucial amount of time.

P.s. we also had Tonks' jabs done early so she was out on the pavement from 11 weeks old - of course we were careful not to over expose her to things she appear too fearful of.
