Even though a whistle and a bleep are both sound stimuli, some dogs will have a different perception and thus response differently to something they perceive to be "with" them and something they perceive to be "distant" to them.

Not so dissimilar to some off lead dogs complying to directives when owners are within a certain critical distance, but ignoring a clearly-heard instruction at a slightly greater distance, even when things are identical in terms of being off lead.
