We haven't had polling cards either, though loads of leaflets. We got them for the General Election so I presume that means we are registered. I think you can turn up without a card & just give your name in.

if you didnt fill in your reigstration to go on the electoral register the last time the forms came round (which is illegal by the way, and you can be fined for it, so dont shout too loud ), then you wont have received a poll card, and you wont be on the registration list of voters in your local polling station.

so you cant vote

but if you did register, yet lost or forgot to bring your card, they would find your name on the list, you could vote.

this is true as well

sometimes they have just not sent you your card, but if you addded yourself to the electoral roll when it was last sent to your house, you will be on the register at your designated polling booth.

leaflets just get put thru doors, like flyers
did they have your name on them?
