Not another one....

Can't believe this....twice in the last few months - glad that they are being found though -poor doggy looks so frightened

It's madness - don't know what goes through people's minds to do this....DW people are responsible owners - you see that when people are mentioning rescue dogs needing a home and people are responsible enough to say no can't help when it's not appropriate - doesn't mean that they are uncaring.

So sad! And if the RSPCA can prosecute, the sentence or fine doesnt ever seem enough to me!
