The short answer is "no" as a JRT would "dilute" the areas of convergence between Staffs and Pit types, but the Pitbull situation is complex.
It is not just pure bred pitbulls that are illegal, but dogs "of the type known as the Pitbull Terrier" which is a wider range, and can include crossbreeds if the resultant offspring have " substantially the characteristics of the Pitbull Terrier".
Some Pitbulls were/are defended in court as being decribed as crosses of other breeds and in other cases other legal breeds were deliberately crossed to try to recreate a "Pitbull type" dog.
Even in the same litter of crossbreeds, where there is more variation than in pure-bred dogs, there can be some littermates who would be "of the type" and others who would not be.
It is assessed on individual appearance, and an expert's opinion of that appearance measured against a specific Pitbull standard, with some experts being more knowledgeable than others. It is up to the courts to decide whether or not they accept someone as an appropriate expert, and expert opinions can disagree, hence the court cases.
There is not a DNA test nor any other specific defining test to decide the issue.
There are no upper or lower size limits to Pitbulls as the dogs were matched on weight, with rangier dogs generally having the advantage over stockier dogs due to better reach.
