Really it's not obligatory for a councils strimmer uses to hold up a tree while smoking then

It's the chap with the blower that always puzzles me. No matter how windy - his job is to blow the cut/strimmed grass off the pavement to wherever, and blow it he will. Even though it all ends up back on the pavement where it started.
