Help to enhance/change a picture

Hello.

Is anyone good with altering pictures, I was recently at the Derren Briown Show and met him outside after, I only had my phone to take pics as I never imagined we would be allowed to take photos and it has come out really really dark, like it could be anyone!!

Anyway I have paintshop Pro 8 (not that I have a clue how to use it!!) and I hav etried to alter the brightness, shading etc, and have got it to look a wee bit better but not nearlyy like I would like. Can anyone be kind enough to give me some pointers or maybe even let me email them the pic if they have a different package they could use?
