Who do I ask for permission to post up rescue dogs needing homes ???

Well I wanted to post for them and my own but am not a rescue I only do it voulntry and have no name I only do it on behalf of district RSPCA as they have no comp do not have time to post on sites and rules say they have to reg themselves and they don't want a web page. Thanks for your help anyway.
