Your right and wrong in a way. RSPCA local branches basically use the RSPCA brand to people who know the name and think thats the right way to go. They get no funding from head office so no there is no national policy beacuse as Rune says they are 'on there own' when it comes to policy.

I would like to hear of your personal dealings with your local or any other RSPCA rescues tho, especially as you say the majority you have dealt with dont, so PM me if you have had problems with trying to get pure breeds out of them I maybe able to look into individual cases you have actual dealings with.
