Not really. Teaching 'off' is fairly easy. Getting up and giving the command in the middle of the night 5 or 6 times is the difficult part

Then you haven't taught it.

It's just the same as teaching anything else. You teach it, the dog learns it.

If the owner can't teach the dog to 'off' consistently, then the alternative is a dog gate across the bedroom door and the dog stays outside. If the dog gets over the dog gate, doors are useful things

If owners, in general, were able to teach their dogs to obey commands, there would be no need for leads/leashes.

Make sure you never take on a scenthound, Besoeker!
Speaking generally, I would never have a dog off lead on a road. Nothing to do with the level of his training, but there is just too much of a margin for error. A sudden noise, a dog attack, or a swerving vehicle, is event that no-one can train for, and could cost both dog and human lives.
