Petition is signed, i totally agree with you, the councils etc should carry out there end of the deal and scan every dog that comes into kennels, rescue centres, vets etc.

Signed, if dogs are took to the vet it should be a requirement that they are scanned even when owners are present as they could be stole, also if the took in to the police they should scan them,the might end up back with the rightful owner instead of taking up rescue center time.
